Every community is at one of the four stages,
and it defines the willingness and the ability of community
leaders to implement a civic agenda for their community.
The stage of the community remains fluid over
time, and can increase or decrease depending on a variety
of factors such as leadership, community unity, economic conditions,
and the willingness of community leaders to subordinate themselves
to the greater cause of community.
By presenting the model to community leaders
and representatives, Orbis Group plays a facilitating role
in a non-threatening environment, and serves as a catalyst
to increase community development capacity.
Specifically, community volunteers will:

Understand the win/lose dynamics of each stage |

Understand the focus of the community’s civic
energy |

Understand the specific conditions to evaluate the community
development capacity |
Most importantly, the conditions
will be improved for a community to reach its capacity to
achieve the vision it has set for its future.
